The Butler Mine Tunnel in Pittston was built before the 1930s to discharge acid mine drainage from a 5-square-mile area of underground coalmines. Illegal dumping and high rainfall resulted in waste overflow in1979 and 1985, covering the river with oil slicks for up to 60 miles downstream.
