In 1939, once Germany invaded Poland, America was still isolationist, but it was apparent to Roosevelt and his administration that America’s vital interests could be threatened. Three weeks after Hitler invades Poland, Roosevelt asks congress to revise the Neutrality Act and end the embargo on the sale of arms to belligerents. Congress did lift the ban but only on a “cash and carry” basis.
