Within a few months, 130,000 American troops in Iraq -- and additional troops in Afghanistan -- will return to the United States to be replaced by nearly as many new troops. Planners at U.S. logistics headquarters in Iraq and Kuwait are preparing for what they call "the surge." NPR's Eric Westervelt reports.
