According to the Federal Communications Commission, 4 percent of Pennsylvania residents are unable to access the internet at broadband speeds. In rural areas, this percentage rises to 13 percent. Some recent studies, however, suggest that figure may actually be doubled. At a time when the Internet is front and central to our lives, how can we ensure that those in rural communities have access to the same online resources as those in higher, more densely populated areas?
