State Rep. Kyle Mullins of Lackawanna County introduced the bill. The state would not contribute to the Keystone Saves plans, but employees whose bosses don't offer pension plans could set them up and contribute. Senate Republicans promise a review, but have blocked the concept before, despite Republican state Treasurer Stacy Garrity's support.
