Michael Villa was arrested for drunken driving in Wilkes-Barre in 2022, months before he was appointed to the Scranton Human Relations Commission. City didn't screen for criminal backgrounds then.

City council voted 4-1 in favor of the plan, which was renegotiated over the past week.

Parking will remain free on Saturdays in downtown Scranton, with two hours of paid weekday parking added instead of three.
