Republican voter Eugene Kopecki, of Scranton, and Lackawanna County have agreed to settle his federal civil rights lawsuit over the mail-in ballot he never received last year.

The Lackawanna County Democratic Party and Commissioner Brenda Sacco plan to withdraw lawsuits that sought to declare illegal a special election meant to choose someone to serve out the remainder of former Commissioner Matt McGloin's term. Former state Rep. Thom Welby, a Democrat, won that election Tuesday, according to unofficial results.

Lackawanna County District Attorney Brian Gallagher said the office is investigating whether a judge of elections wrote her name on paper ballots handed to voters to win re-election to the job.
