Lehigh debates joining juvenile detention center that could include Lackawanna, other counties

A possible multi-county agreement regarding youth juvenile detention received mixed reactions in Lehigh County Wednesday night. Lackawanna County signed onto the agreement in February.

The boarded-up front door of 142 Carlisle St., Wilkes-Barre, is seen on Wednesday morning. Five people have been charged in connection with the torture and killing of a woman in the basement of the home in April 2023.

Investigators say Debra Fox died on her birthday in January 2024 in a Wilkes-Barre motel room at the hands of Sarai Doyle and Doyle's mother, Desiree Linnette. Both are also charged, along with three others, in the murder and burial of Nicole Cuevas Ingram in a South Wilkes-Barre home in April 2023.
