Speeding and distracted driving are key causes of work zone crashes, officials said, but enforcement of the state's newly enhanced distracted driving law will be delayed because of how the legislation was written. Under Act 18, signed by Gov. Josh Shapiro earlier this month, prohibitions on using hand-held devices while driving won't formally take effect until June 2025, and only warnings will be issued for the 12 months after that, meaning police won't be able to start writing tickets until June 2026.

Though signed into law this month, Pennsylvania's new distracted driving law won't formally take effect for a year, with warnings instead of tickets until June 2026.
